P22 & P99 Frame Inquiry to BATF

I wrote a letter on 10/17/03 to the BATF inquiring on the legality and status of the replacement "frames/grips" that are commonly seen for sale on www.gunbroker.com and www.ebay.com.  Below are copies of my original letter, and the response from the BATF received on 3/13/04 (I guess it took them a long time to reply because they are so busy).

Summary:  The P22 replacement plastic "grip" is not a "firearm".  P99 "frame" IS a "firearm" and must be sold through a dealer on a Form 4473.
